FY 2008-2012 TRANSPORTATION IMPROVEMENT PROGRAM

The Transportation Improvement Program (TIP) is the short-range capital improvement schedule for transportation facilities in the Mobile area. It is revised periodically as needed and updated completely every two years as part of the Mobile Area Transportation Study. The contents of the TIP reflect the transportation policies and priorities of both local and state agencies. Any project located within the study area must be included in the TIP to be eligible for federal funding in a given year.

Preparation of the TIP is the responsibility of the MATS Metropolitan Planning Organization (MPO), which consists of local elected officials from the Mobile area and representatives of the Alabama Department of Transportation and the South Alabama Regional Planning Commission. The TIP has been developed and endorsed by the MPO in cooperation with the Alabama DOT and local transportation agencies including the Mobile Transit System. Projects included in this document are generally drawn from the MATS 2030 Highway Plan and the transit system's Transit Development Program.

The TIP prepared for the Mobile Urban Area covers a five-year period, FY 2008 through 2012. Projects which are to be initiated in the first or second year of the program (FY 2006 or 2007) constitute what is termed the Biennial Element; the agencies implementing projects listed in the TIP cannot add or delete projects in the Biennial Element without the MPO's approval, but projects contained within the Biennial Element are considered interchangeable as far as implementation priority. The TIP identifies all projects anticipated to be advanced during the period, provides an estimated cost, and identifies the funding source. The Biennial Element is consistent with the federal and state funding levels expected to be available to the area during the two year period. Highway and transit projects not included in the Biennial Element are not eligible for Federal funds during the years FY 2006 and 2007. Modifications to the TIP can be made only upon approval by the MPO and only in accord with the procedures set forth by that committee.

This TIP has been prepared using the software TELUS, which standardizes the format for TIPS for all MPOs throughout the State. The different funding categories are sorted and summed by the federal match provider.
